Virginia Beach’s 10-1 voting system has transformed our local government for the better. For the first time, every neighborhood has a dedicated representative, ensuring that every voice matters and that our City Council reflects the diverse and vibrant communities that make up Virginia Beach.

The 10-1 system works. It gave us the most diverse and representative City Council in our history, with leaders who won grassroots campaigns built on connecting with voters—not special interest & real estate developer dollars.

This November, voters will decide whether to make the 10-1 system permanent or roll back this progress. A YES vote keeps the 10-1 system in place.

The opposition PAC, Every Vote Counts, is bankrolled by major Oceanfront real estate developers and corporate interests—with an average donation of over $12,000 per check. These developers have already raised more than $600,000 to overturn 10-1 and bring back a system that gives them control: a 1-7-3 hybrid system with 3 at-large seats.

Developers don’t spend that kind of money for fairness. They’re spending it because at-large elections allow them to buy influence—dominating campaigns with expensive TV ads, constant annoying postcards in your mailbox, and drowning out grassroots voices.
